

The State Department for Lands and Physical Planning has commenced a nationwide initiative to roll out the Cashless Revenue Collection policy.
The initiative is seen as a significant step towards eradicating cash transactions within land offices, which will ultimately reduce embezzlement cases.
Speaking Monday during the flagging off of the programme, Cabinet Secretary for Lands, Public Works, Housing, and Urban Development Zachariah Njeru said the Ardhipay system will improve service delivery. “We are doing this because we want to improve service delivery to our citizens. The State Department for Lands and Physical Planning has really worked to see that Kenyans are served fast and efficiently,” said Njeru.
In his remarks, Principal Secretary for Lands and Physical Planning Nixon Korir said the programme will ensure that no cash is involved in land transactions. “We want to go cashless in all our registries nationwide in 14 days, starting today. For the last three weeks, we have rolled out cashless at Ardhi House, and it is working well,” said Korir.
The PS added that the State Department has developed an Ardhipay system that is linked to the E-citizen, which will help in the implementation of the policy. He noted that the policy mandates the use of digital payment methods (MPESA or banks) for all services, fostering accountability, precision, and timely reporting in revenue collection. Implementation in the 18 offices has demonstrated remarkable improvements in revenue collection.
The 18 stations where the cashless policy is already in effect include Wundanyi, Kiambu, Murang’a, Ruiru, Thika, Ngong, Kajiado, Eldoret, Mombasa, Kisumu, Trans Nzoia, Machakos, Gatundu, Naivasha, Survey of Kenya, Ardhi House, Yatta, and Kisamis.
To expedite this nationwide transition, Korir noted that the State Department will embark on an extensive 14-day exercise to implement the policy in the remaining 76 land offices.
This initiative includes the provision of computers and essential ICT equipment and ensuring that all land offices are well-prepared to implement the policy and embrace the future digitization of land services.
Dedicated field office staff, he added, will receive specialised training in cashless revenue collection, ensuring a smooth transition.
The PS added that public awareness campaigns will also be conducted, educating citizens on the straightforward steps to making payments as well as demonstrating how the public can conveniently utilise the Ardhisasa platform for seamless Land Rent payments.

The project consists of 220 affordable houses and the Government plans to build another 1000 units in Vihiga County which will also create jobs for the youth.
Deputy President Rigathi Gachagua and Prime Cabinet Secretary Musalia Mudavadi and Cabinet Secretary for Lands, Public Works, Housing and Urban Development Zachariah Njeru were present at the function.

President Dr. William Samoei Ruto this evening led the groundbreaking ceremony of Lurambi affordable housing project in Kakamega County as the Government’s programme to build a minimum of 200,000 affordable housing units progresses.
The initial phase of the project consists of 220 units and the President said it would be expanded to 4,000 houses.
The policy to build 200,000 affordable houses annually is also intended to create jobs and act as an economic stimulus for the Juakali Sector.
President Ruto assured the residents that the Government shall also built 12 more markets in Kakamega County.
The President was accompanied by Deputy President Rigathi Gachagua.
Prime Cabinet Secretary Musalia Mudavadi, Cabinet Secretary for Lands, Public Works, Housing and Urban Development Zachariah Njeru and Housing and Urban Development PS Charles Hinga.
Kakamega Governor Fernandes Barasa, Kakamega senator Bonny Khalwale, Lurambi MP Mukhwana Titus Khamala, Kakamega Women Representative Elsie Muhanda, UDA Secretary General and former Kakamega Senator Cleophas Malala were among the leaders who attended the event.

President William Ruto today revealed that the Government will build seven new markets to increase business in nyamira County.
The President made the revelation after inspecting Nyansiongo Market whose construction shall be restarted after it had stalled in the past.
The construction of the over Sh 195 million market started on14th December 2020 but stopped due to several challenges including COVID 19 and unavailability of some materials on site.
The President was accompanied by Cabinet Secretary for Lands, Public Works, Housing and Urban Development, Zachariah Njeru and Principal Secretary for Housing and Urban Development Charles Hinga.
The market will empower the local farmers and spur economic growth and alleviate poverty levels within the County.

President William Samoei Ruto this afternoon issued 8621 title deeds in Kabartonjo in Baringo North. The title deeds issued are for residents from Baringo North, Central and South.
Cabinet Secretary for Lands, Public Works, Housing and Urban Development Zachariah Njeru, Lands and Physical Planning PS Generali Nixon Korir were present during the event.
Speaking during the event, President William Ruto said the Government was going to employ other 100 Land valuers to make the titling programme much faster.
” I urge you all, stop the small cases and solve your land issues amongst yourselves. This is what slows the titling programme in the country,” said President William Ruto.
He said the government was also going to build 8 new markets in Baringo county to promote business in the area.
The CS and the PS assured that the Ministry of lands shall work tirelessly to issue title deeds to all land owners in the country.
” We shall be back before the end of the year to issue other 60,000 title deeds in Baringo county,” Said CS Njeru.
Giving the update on the National Titling Programme, PS Korir said in Baringo Central 98 percent of the work on new titles is already done.
The titles issued today include that for Kapkirwok (3,172), Tiloi(2,499), Sagasak(52), Salawa (2), Sogon(121), Sandai (1,539) and Barwessa ‘A’ (1,236).
The titling Programme in Baringo county is going to solve many challenges including insecurity issues in the area.
Transport CS Kipchumba Murkomen and CS Simon Chelugui (Cooperatives and Micro and Small Enterprise), were present during the event.
Among other leaders who attended were Baringo Governor Benjamin Cheboi, Baringo Senator William Cheptumo,

August 23,2023 Nakuru.
President Dr. William Samoei Ruto this afternoon issued 1906 title deeds in Majani Mingi grounds, Rongai Nakuru. Deputy President Rigathi Gachagua accompanied the President.
Cabinet Secretary for Lands, Public Works, Housing and Urban Development Zachariah Njeru, Lands and Physical Planning Principal Secretary, Generali Nixon Korir were present during the titling event.
Speaking during the event, Lands CS Zachariah Njeru said the government is committed to see that Kenyans benefit from the titling programme.
Njeru reiterated the Government’s effort to demarcate and survey 58 settlement schemes with a total acreage of 97,368.9 hectares, settling over 34,161 households.
“Today we are happy to issue 1906 title deeds to Nakuru residents, 1393 to Lomolo residents and 513 to Majani Mingi residents,” said CS Njeru.
CS Njeru said in Nakuru County, the Government has achieved several milestones with 5 adjudication sections already completed and a total of 3588 title deeds issued.
Speaking while he welcomed the President at the event, Lands PS Generali Nixon Korir thanked the President for the opportunity to serve Kenyans as the PS for Lands and Physical Planning.
“The Kenya Kwanza Government is working tirelessly to see that every Kenyan has a title deed and that they can do business transactions with their own land,” said PS Korir.
Nakuru Governor Susan Kihika,Nakuru Senator Tabitha Karanja, Rongai MP Paul Kibet Chebor, Naivasha MP Jayne Kihara, Bahati MP Irene Njoki, Subukia MP Samuel Gachobe, MCAs were among other leaders who were present.
Tomorrow, President William Ruto is expected to issue other title deeds at Baringo County.

This has been resolved after a meeting between Cabinet Secretary for Lands, Public Works, Housing and Urban Development Zachariah Njeru, Principal Secretary for Lands and Physical Planning Generali Nixon Korir and residents’ representatives of the two areas led by Naivasha MP Jayne Kihara.
The meeting which took better part of the day was held at Ardhi House was also attended by the Lands Staff including directors from respective departments.

The CS spoke when he witnessed the signing of the contract for the construction of the Shauri Moyo B Affordable Housing Project with Hajar Services and Primeway Homes Limited. The construction of project will cost more than Sh18 billion.
The CS said the Affordable Housing Programme is progressing well and was at the center of the development agenda for the Kenya Kwanza Government.
The CS said President William Ruto has launched 10 affordable housing projects so far while many more are on the pipeline.
He said besides the 10 that were launched since President Ruto came into office, there are an additional five that were started by the previous administration which are being implemented.
The CS revealed that the Ministry has advertised massive opportunities for partnership in the AHP.
“Starting last week we have been advertising bids for construction of affordable homes in constituencies as well as the wider AHP programme” said the CS.
Housing and Urban Development PS Charles Hinga, who signed the contract for the ministry, said the AHP programme is expanding and will also benefit the police and students.
He said the projects that were advertised last week in included one for the General Service Unit and others for the police. He said the AHP will also be used to provide decent houses for students at tertiary institutions.
