Cabinet Secretary –
Ministry of Lands and Physical Planning
Farida Karoney, E.G.H. was officially appointed in February 2018 as Cabinet Secretary Ministry of Lands and Physical planning. She has executive powers on policy formulation and management of all matters regarding the Ministry.
Prior to her appointment to her present position, she was the Chief Operating Officer (COO) of the Royal Media Services (RMS), a media conglomerate that includes radio and television stations. She also served as the Group Editorial Director at RMS
She holds Master of Business Administration (Strategic Management) and a Post-graduate Diploma in Mass Communications from the University of Nairobi and a Bachelor’s degree in Education Science (Education, Botany and Zoology) from Kenyatta University.
Dr. Nicholas Muraguri, CBS
Principal Secretary
Dr. Nicholas Muraguri, CBS is the Principal Secretary. Before his current appointment, he was the Principal Secretary, Ministry of Health. Dr. Muraguri has been Director of the Global Secretariat coordinating international efforts to eliminate HIV among children in 22 priority countries. He joined the Global Health Delivery Intensive cohort in 2011. Bringing with him rich leadership experience from the field, Dr. Muraguri was an active participant, as a learner and peer educator, throughout the program. He holds a Bachelor’s degree in Surgery and Medicine from Moi University and a Master’s degree in Public Health from the same University. He also holds a Master’s degree in Business Administration and a postgraduate Certificate in Health Communication from John Hopkins’ Bloomberg School of Public Health, and Applied Epidemiology from the University of Nairobi. Dr. Muraguri served as Director of the National HIV and STI Control Programme in Kenya where he was responsible for efficient delivery of health care and prevention through achievement of strategic objectives.
Mr. Enosh M. Onyango
Principal Secretary for Physical Planning
Enosh M. Onyango is the Principal Secretary, State Department for Physical Planning. Before his appointment to the current position, he served as a Housing Officer, Property Manager at Public Trustee, Assistant Director, Planning at the then Ministry of Local Government, Director, Urban Development, and Secretary, Urban and Metropolitan Development (SUMD) at the Ministry of Housing and Urban Development. He also served as Deputy Director General of Nairobi Metropolitan Services (NMS). Mr. Onyango holds a Master of Arts in Housing Administration and Bachelors of Arts in Land Economics both from the University of Nairobi (UoN). He is a member of the Institution of Surveyors of Kenya (ISK), Building Surveyors Chapter.
Esther Ogega, MBS
Land Secretary
Esther Ogega, MBS is the Land Secretary. She holds Master of Arts (M.A) in Environmental Planning and Management from University of Nairobi and Bachelor of Arts (B.A., Hons) from the same University. She is a Lead Expert in Environmental Impact Assessment/ Audit and Member of the Institution of Surveyors of Kenya(ISK), Land Administration Managers
Anne Ng’etich, EBS
Secretary Administration
Anne R. Ng’etich, EBS is the Secretary Administration. She has served in various stations across the nation as a career Provincial Administrator rising through the ranks to District Commissioner, County Commissioner and Regional Commissioner. Some of the posts she has previously held include County Commissioner, Migori County (2012-2015), Secretary Administration, Ministry of Interior (2015), Regional Commissioner, Nairobi Area (2016-2017), Regional Commissioner, Central Region (2017-2018), Regional Commissioner Western Region (2018-2020). Secretary Liaison, Ministry of Interior & Co-ordination of National Government (September 2020) before joining MOLPP in December, 2020. She holds a post-graduate Diploma in Diplomacy in International Relations from the University of Nairobi and a Bachelor’s Degree in Government from the same university.
Augustine K. Masinde, E.B.S.
Director of Physical Planning
Augustine K. Masinde, E.B.S. is the National Director of Physical Planning and Chairman of the Physical Planners Registration Board. He holds a Master of Arts (Planning) degree in Urban and Regional Planning from University of Nairobi. He is a Corporate Member of both the Kenya Institute of Planners (KIP) and the Architectural Association of Kenya (Town Planning Chapter), Registered Physical Planner by the Physical Planners Registration Board (PPRB) and Member of the International Society for Town and Regional Planners (ISOCARP).
Edward Kosgey
Director of Land Administration
Mr Edward K. Kosgei is the Director, Land Administration. He holds a Bachelor of Science (BSc., Hons.) from the University of Nairobi. He is a corporate member of the Institution of Surveyors of Kenya (ISK), Land Administration Managers Chapter.
Nyandoro David N.
Head, Land Registration
Nyandoro David Nyambaso is the head of Land Registration. He holds a Bachelor’s degree in Law from Maharshi Dayanand University and high Diploma in Law from the Kenya School of Law. He has also a Bachelors of Arts degree in Economics from Kurukshetra University (India). He is an advocate of the High Court of Kenya and a member of Law Society of Kenya. He is a winner of Public Service Commission Excellence Award 2019 on Citizen-Focused Service Delivery.
P.K. Mwangi
Director of Land Adjudication and Settlement
Paul K. Mwangi is the Director of Land Adjudication and Settlement, a position he was appointed to in 2019. He has served in various capacities both in the field and the Ministry Headquarters. He is highly experienced in project planning and management having served as the Coordinator of the German Assisted Settlement Programme between 2002 and 2007. He holds a Master of Arts in Environmental Planning and Management, University of Nairobi and a Bachelor of Science in Agriculture (Hons) degree from the same university. He is a member of the Institution of Surveyors of Kenya (ISK).

Cyrus Mbogo is the Director of Planning (Central Planning and Projects Monitoring Unit). He holds a Master of Arts in Project Planning and management from University of Nairobi and bachelor of Arts (B.A. Hons) in Economics and Statistics from Kenyatta University. He is also a member of the Economic Society of Kenya (ESK). He has served Ministry of Agriculture, Office of the President, Home Affairs, Ministry of Immigration, Ministry of Education.

Anne Kariithi is the Deputy Director Human Resource Development and Management (HRM&D) and Head of Human Resource Management & Development. She holds a Master’s degree in Education and a Bachelor of Education from Kenyatta University. She also holds a diploma in Human Resource Management from Kenya Institute of Management. She is a member of the Institute of Human Resource Management (IHRM)
John Njogu
Head, Legal
John. W. Njogu is the State Counsel, Head of Legal Unit in the Ministry. He has previously worked in the Ministry of Youth Affairs, Sports, Culture and Arts and also the office of The Attorney General, Litigation Department, for fourteen (14) years. He was admitted to the roll of advocates to practice as an advocate of the High Court in 1994. He holds a Bachelor’s Degree in Law (LLB) and Bachelor’s Degree in Commerce (B. Com) from the University of Poona and a Higher Diploma from the Kenya School of Law (KSL).
Mboni A. Kyalo
Head of ICT
Mboni A. Kyalo is Assistant Director ICT. He has rich knowledge in ICT-related project implementation. He participated in the successful implementation of the Integrated Financial Management Information System (IFMIS), National Optic Fibre Backbone (NOFBI), Digital Literacy Programme and Constituency Digital Innovations Hubs among others. He holds a Master of Science in Computer Information Systems from Strathmore University, Postgraduate High Diploma from Institute of Management of System (IMIS) UK, Certificate in Project Management, Certificate in Strategic Leadership Programme and Certificate in Senior Management.
Jesse Wahome Waithaka
Deputy Director Kenya Institute of Surveying and Mapping (KISM)
Jesse W. Waithaka is the Deputy Director Kenya Institute of Surveying and Mapping (KISM), a role he assumed in 2016. He has over 20 years’ experience in technical training having started at a lecturer at NYSEI, to Principal NYSTC, Deputy Principal at KIHBT. He has a Master of Science (Physics) – Geophysics from Kenyatta University. Bachelor of Education (Science) – Physics/Maths from Kenyatta university and Higher National Diploma (HND) in Human Resource Management from Technical University of Mombasa (TUM).

Senior Deputy Director SCMS
A. O. Nyambeche is the Senior Deputy Director Supply Chain Management Services and Head of Supply Chain Management Services, a position he assumed in December 2018. He has served as a Head of SCMS in various Ministries since 2007. He holds a Master of Science in Procurement and Logistics from Jomo Kenyatta University of Agriculture and Technology, a Bachelor of Commerce (Hons) degree from the University of Nairobi, Graduate Diploma in Purchasing and Supplies from the Chartered Institute of Purchasing and Supply (MCIPS), UK. He is a member of Kenya Institute of Supplies Management and also a member of the Chartered Institute Purchasing and Supply (MCIPS).

Senior Chief Finance Officer
Stephen A. Njue is a Senior Chief Finance Officer (SCFO) and Head of Finance. He holds a Master’s degree in Business Administration (Finance) and a Bachelor’s degree in Economics both from Kenyatta University. He also holds a diploma in Finance from Kenya Institute of Management. He is a member of the Institute of Internal Auditors (IIA) and a member of Institute of Human Resource Management (IHRM).
CPA Mary A. C. Wanyonyi
Head of Accounting Unit
CPA Mary. A. C. Wanyonyi is Senior Deputy Accountant General and Head of Accounting Unit, a position she assumed in January 2019. She holds a Master’s degree in Business Administration and Bachelor of Commerce with a bias in Accounting. She is a Certified Public Accountant-CPA(K). A member of ICPAK and ICIFA. She has served on the Board of Cooperative University College, Kenyatta National Hospital and Maasai Mara University and as member of the Member Services Committee of ICPAK. She is also a Certified Mediator.
Irene Jepchumba Muttai
Head, Reform and Transformation Unit and EDB
Irene Muttai, advocate of the high court of Kenya, is the Deputy Chief Land Registrar and officer in-charge of Central Land Registry, Nairobi. She is the head of Reform and Transformation Unit and Coordinator of Ease of Doing Business (EDB) in the Ministry and is among officers that pioneered the National Titling Centre (NTC). She holds a Bachelor’s degree in Law (LL. B) from the University of Nairobi, a post-graduate Diploma in Law from Kenya School of Law (KSL) and a Bachelor’s degree in Arts (B.A Hons) from the University of Nairobi. She is a holder of certificate in International Training Programme in Applied Land Governance from Lantmateriet, Sweden. She is a member of the Law Society of Kenya (LSK), member Mediation Training Institute (International) (MTI(I) and an associate of the Chartered Institute of Arbitrators (CIArb).
